End of consultation on Switzerland-EU package – Federal Council analyses results

On 13 June 2025, the Federal Council approved the texts of the agreements negotiated with the EU and opened the consultation process on the Swiss‒EU package. In addition to the agreements with the EU, the package includes legislation to authorise the domestic implementation, including accompanying measures (see press release, 13 June 2025). The consultation process ran until 31 October 2025. The Federal Council is analysing the results of the consultation process and will decide on any amendments to the draft dispatch on this basis.

Agreements

On 13 June 2025, the Federal Council approved the agreements, protocols and joint statements negotiated by both sides.

Domestic implementation

Within the context of the package to stabilise and further develop Swiss–EU bilateral relations, there are 95 EU legislative acts of relevance to Switzerland. With regard to implementing the package, three new Swiss laws are to be enacted: State Aid Monitoring Act, Act on Administrative Cooperation in the Recognition of Professional Qualifications and Cohesion Contribution Act (see «Bundesbeschluss Stabilisierung» below).

In addition, 32 laws will be amended (see «Bundesbeschlüsse Stabilisierung, Elektrizität und Lebensmittelsicherheit»): 12 (for instance the Foreigners and Integration Act and the Posted Workers Act) with significant and 20 with minor amendments. In addition, there are four commitment appropriations and another federal decree on the establishment of parliamentary cooperation.
