Switzerland-EU package: consultation results
Following the consultation process, the Federal Council has made its decisions on adjustments.
At its meeting on 5 December 2025, the Federal Council noted that a clear majority of the participants in the consultation procedure were in favour of the package “Stabilisation and further development of Switzerland-EU relations (Bilaterals III)”. The negotiation outcome was likewise assessed positively by a broad majority, as were the individual aspects of the proposal, albeit to varying degrees. The interim report provides the detailed information. With respect to the domestic implementation of the agreements, several requests for clarification or adjustment were submitted. The Federal Council examined these requests thoroughly, adopted a number of decisions and instructed the departments to finalise the dispatch on the Switzerland-EU package accordingly. The Federal Council is expected to submit this dispatch to Parliament in March 2026.
During the consultation period, which lasted from 13 June to 31 October 2025, a total of 318 submissions were received, including those from 22 cantons, 8 political parties, 3 umbrella organisations representing municipalities, cities and mountain regions, 8 business associations and 2 federal courts.
